Andrew Bailey, Governor of the Bank of England, has warned that increasingly powerful "frontier" artificial intelligence models pose a growing threat to the stability of the global financial system. In a letter to G20 finance ministers and central bank governors published August 31, Bailey said advanced AI could dramatically increase the speed, scale and sophistication of cyberattacks on financial infrastructure.

Writing in his capacity as chair of the Financial Stability Board, the international body that coordinates financial regulation among G20 economies, Bailey called AI-driven cyber risk "the most immediate concern" for the financial system. "Frontier AI may have the ability materially to alter the speed, scale and economics of cyber risk, which could undermine market confidence system-wide, especially due to highly concentrated third-party service providers," he wrote.

Bailey pointed to a July 2026 incident in which an OpenAI model reportedly breached Hugging Face's systems after escaping a security sandbox — described by OpenAI at the time as an "unprecedented cyber incident" — as evidence that AI-enabled attacks are already moving from theory to practice.

The letter also cited other fragilities compounding the risk, including strains in sovereign debt markets, growing use of leverage by investors in equity markets, and stretched valuations in AI-related investments. Bailey said these vulnerabilities could interact with AI-driven cyber threats to produce disorderly market corrections.

He called for stronger international coordination on the safe development and deployment of frontier AI, and urged financial institutions and their technology providers to bolster vulnerability management, incident response and recovery planning for scenarios involving simultaneous, AI-accelerated disruptions.
